Summary

This position is in the Office of Civil Rights within the Federal Transit Administration. As a Program Analyst (non-IT), you will serve as a Senior Civil Rights Officer to promote and ensure civil rights protections on infrastructure projects of national significance. You will serve as an expert technical resource, coordinating with a wide variety of stakeholders to identify and resolve barriers to accessibility, equity, and economic participation in federally funded transit projects.

Duties

As a Program Analyst, you will:

  • Manage a portfolio of complex, high-priority, and/or politically sensitive transit projects.
  • Independently analyze and evaluate major transit projects to verify compliance with federal civil rights requirements in the areas of Americans with Disabilities Act, Title VI of the Civil Rights Act, and the USDOT Disadvantaged Business Enterprise program.
  • Provide direct and extensive advice and technical assistance to transit agencies and state and local governments to support correct and timely interpretation and application of federal civil rights laws, regulations, and guidance.
  • Provide guidance, support, and technical expertise to FTA staff on civil rights matters.
  • Give formal presentations internally and externally on civil rights issues, challenges, and success stories related to managed projects.

The ideal candidate applies expert public transit or civil rights requirements to recipients of federal funds and has experience working on high-profile programs/projects, maintaining relationships with stakeholders, and demonstrating excellent leadership, communication, collaboration, and analytical skills.

NOTE:  If selected to interview for this position, candidates will participate in a structured interview process and will be given a topic to use to draft a writing sample.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements,  working conditions, and expectations for the position.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience applying laws, regulations, or other requirements to public transit programs or projects.
  • Experience analyzing and evaluating, advocating for, or investigating compliance with rights that advance accessibility, equity, or equal protections for individuals from historically marginalized, underrepresented, or underserved groups or populations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Interpersonal Skills – Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences.
  • Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Communication and Customer Service – Ability to develop and foster collaborative partnerships, assess customer needs, and communicate complex, technical information in a clear, concise, and understandable manner to answer questions and resolve issues.
